So far,I have watched only "Vampire Knight" and "Devil May Cry" for my horror anime list. But for me,they're not scary at all!
Maybe due to the level of suspense,I think..:3

Among the few horror animes I've seen Higurashi seems to stand out  it does a great job in building up the terror and giving a very scary pay off at the end and the animation that would probably ruin it because of the plot actually kind of helps it because it gives off more emotion with the characters overall it was just plain scary

 Elfen Lied is still my favorite.

 I can agree to that Higurashi's plot was not one of its high points it just got confusing at some points
